I think the E units would be mostly used in passenger service. They had a-1-a trucks so the center axle on each truck was an idler. For freight service most roads preferred all axles to be powered. The exception was that in some branch line service they might use a locomotive with an a-1-a arrangement to reduce the axle weight on light rail. I think a set of F-7's in Soo or Milwaukee Road would be a better choice. I'm not sure if CB&Q or CNW operated in Wisconsin or not. I think Grand Trunk Western may have connected Minnesota and Wisconsin to Canada. I suspect almost everyone here knows more about what railroads operated in Wisconsin than I do.
