OK, I apparently have IE10, but I think the procedure is the same. To clear your browsing history, cache (temporary internet files) and/or your cookies,
Go to "Tools/delete browsing history" at the top of the browser
There you will find a page with all the things you can delete. Just check the boxes that you want to delete the data from, and uncheck those that you don't.
Click "delete". Remember, this cannot be undone.
We normally suggest "History", Temporary Internet Files (cache)" and "Cookies and Website data". This will mean that you will lose all your login info from all the sites that you've been logged onto, but doing this may solve your problem.
I cannot see where you can enable or disable your coolies on IE, but there must be a way so I'll keep looking. You are right, the MS "help" site is no help at all....
