Don - looks like a nice area to work with.
Regarding basements here - we are in the very early "contemplating" stages of either moving or remodeling. So, I went on Zillow, and just checked to see if any houses for sale anywhere in the area had basements. I think the search came up with four - all were in the Mesa area. I remember when they were building a new subdivision near where I grew up, my brother and I walked through the model homes and asked if there was a basement option. They said there was. We watched that whole neighborhood go up, and never saw one basement being excavated. My neighbor has a "basement". But really it is a "root cellar". Her house was built in the 1930s, and was the original farm house before the rest of the area was developed. I do know of an area where there are a bunch of what could be called "split level" with the first level half buried. I think that would be a great idea in this climate - would stay cool in the summer.
