CNR 6060 at Niagara Falls, Ontario, in the mid '70s. Despite the white flags, this was a regularly scheduled assignment on Wednesdays and Saturdays in the summer months. It replaced the midday RDC train between the Falls and Toronto, and could be ridden for the usual fare. I hadn't noticed the white flags until retrieving the picture just now, but my guess is that they were used on the short jaunt from the Falls to Yager, where the train was turned.
